Medicare and Medicaid

What do these programs offer?

Both Medicare and Medicaid are government programs that provide medical and health-related services to specific groups of people.  What people do not often realize is how very different they are from each other.  What follows is a very brief discussion of each program.

Medicare is, essentially, a federal health insurance program that pays hospital (Part A) and medical expenses (Part B) for those 65 years and over and certain disabled Americans.  It also includes coverage of prescription drugs (Part D) and allows for some flexibility with Medicare Advantage Plans (Part C).  While there are a number of services that Medicare covers, it does not cover all medical expenses and does not cover routine dental care. 

Medicaid, on the other hand, is a program with federal oversight and some mandatory coverage requirements.  However, unlike Medicare, which is run by the federal government, Medicaid is primarily run by the states which set their own rules regarding eligibility and the scope and level of services.  It is considered to be a program for low-income individuals and, for many older adults, is often the program that allows them to finance their stay in a nursing home.

Medicare has specific rules about when you can apply.  We can go over those rules with you and also review with you the health coverage you can expect from Medicare.  We can also discuss with you whether you want to apply for Original Medicare, Medicare Advantage or one of the supplemental Medicare plans available.

In the context of elder care, Medicaid planning is always a consideration.  In order to qualify, as noted above, there are specific rules.  New York’s Medicaid program is comprehensive but there are still gaps and there are some significant penalties for not following Medicaid rules.  We can help you navigate those rules and assist you in developing a plan designed for your needs.
